| UNIDO – SPX Helps Indian Auto Component Manufacturers Reach Out To Auto Majors |

A Trade capacity building initiative
The UNIDO-SPX – a database of over 700 auto component manufacturers spread across the main auto hubs of Delhi, Pune and Chennai – is helping automobile majors to source their requirements of auto components and accessories from Indian component manufacturers, most of whom are in the small and medium sector.
The United Nations Industrial Development Organisation (UNIDO), which is the only worldwide organization dealing exclusively with industry from a development perspective, showcased its SPX (Subcontracting and Partnership Exchange) programme at the Auto Expo which was jointly organized in New Delhi from 5 to 11 January 2010 by the Automotive Component Manufacturers Association of India (ACMA), Confederation of Indian Industry (CII) and Society of Indian Automobile Manufacturers (SIAM). SPX is an integral part of UNIDO’s ongoing Consolidated Programme for the Development of Small and Medium Enterprises (SMEs) in India being implemented in auto component clusters across the country.
UNIDO-SPX India is a technical information and matchmaking centre for industrial subcontracting, supply chain management and partnerships between buyers and suppliers, which aims at optimizing the manufacturing capacities and capabilities of the affiliated Indian enterprises. Members of the UNIDO-SPX are dealing in the metal sector; machining; casting; forging; sheet metal process; wire work; mould and dies; plastic and rubber; injection, extrusions; and electronics. Auto Expo 2010 is the first domestic exhibition where UNIDO-SPX India participated, creating a series of connections for Indian auto component manufacturers with auto companies in the target countries whose delegations were attending the Auto Expo, as well as with major Indian players. The participation together with CII has strengthened the linkage with the chamber that is a key partner in the Investment and Technology Promotion (ITP) component of the UNIDO Consolidated Programme for the Development of SMEs in India, besides testing the SPX database with potential buyers. The cooperation with ACMA and SIAM represents an important step for SPX to become an important player in the auto component scenario in India.

| UNIDO SPX India to participate in the 2009 edition of EQUIP AUTO Fair in Paris |

UNIDO SPX India, the Subcontracting and Partnership Exchange database of 900 auto component Indian manufacturers, will be present as an exhibitor at the EQUIP AUTO 2009 Fair, from 13th to 18th October 2009.
The stall of UNIDO SPX India will be located within the Indian Pavilion organized by the Confederation of Indian Industry-CII (with support of Ministry of Commerce & Industry Govt. of India and in close association with Promosalons), to represent Products and Services the ‘Made in India’ offer to the global market.
The participation of the UNIDO SPX Program in the exhibition will be an important opportunity to promote internationally the SPX India database (900 Companies across Chennai, Pune and Delhi auto component clusters) and to create a series of connections with auto companies in the target countries.
The participation together with Confederation of Indian Industry (CII) confirms the strong linkage with the Association, which is the key partner for the SPX Program in India.
The two main domains of interest of this 2009 edition for the Indian Pavilion will be the Vehicle equipment, with a focus on innovation in original equipment and the aftermarket, and Garage equipment with a highlight on innovation in maintenance and services.
EQUIP AUTO is the European event of reference for stakeholders of the automotive industry worldwide. Since 1975, date of creation, it has been dedicated to passenger car equipment (PCs) and then to equipment for industrial vehicles (IVs). Its areas of competence widened to parts and repair equipment for all motorized wheeled vehicles.
The 2009 edition of the show, as the precedent editions, is devoted to the development of international trade and is an ideal platform to access the Euro-Mediterranean market. This edition also focuses on innovation in the field of automobile.
It is expected 2,022 direct exhibitors, including 80% international exhibitors organized in 52 overseas pavilions from 25 countries and a high representation from the new centres in the auto industry (Brazil, China, Central and Eastern Europe, India, Russia…).

- The Steering Committee meeting held in Delhi on February 2007 concluded the preliminary phase of the inception of the Consolidated Project and launched the Project's implementation. Manufacturing sectors identified: Leather (tanning), leather goods, footwear and auto-components. Cluster selected: Tanning Chennai. Footwear Chennai and Agra. Leather goods Shantiniketan. Auto-components; Chennai, Pune and NCR. Stressed the overall goal of the project : support the development of the MSMEs, to become more globally competitive and foster business partnership between Indian and foreign companies
- Study Tour: Organized for the Govt. of India counterpart a study tour to Italy to footwear and tanning clusters in June 2007. Identified the corresponding counterpart institutions and provided to the Indian delegation direct exposure: (i) to the successful reality of the Italian clusters, (ii) to the most updated technology adopted by the Italian manufacturers, (iii) to Italian MSMEs potentially interested in establishing business partnership with Indian MSMEs

- A landmark Cooperation Agreement aimed at creating institutionalized and long-term relationships between Indian and Italian shoe manufacturers of Chennai in Tamil Nadu and the Marche region of Italy has been signed in Chennai between UNIONCAMERE Marche and Indian Shoe Federation (ISF) in October 2007. The agreement is based on: (i) promotion of the Italian cluster model, (ii) training of production managers and trainers from Indian training institutes, (iii) specific assistance for the technology upgrading. UNIONCAMERE Marche will implement the programme in collaboration with CONFINDUSTRIA Marche, both representing apex chambers of commerce and industrial Associations of Marche.
- An Italian expert conducted a cluster diagnostic intervention in Shantiniketan to identify technological and commercial gaps. Conceptualized and planned the Technical and MKTG assistance for the artisan cluster scheduled from June 2008.
- The Project participated in the India International Leather Fair - IILF 2008 in January 2008. Presented the Project intervention in the leather industry in the ISF & IFLMEA stand and ASSOMAC stand
- An Italian expert from the footwear industry conducted a training need and technology gap audit in February of a sampling of shoe industries in Tamil Nadu to fine tune the subsequent 1st footwear training program
- A training program (phase I) has been conducted in April-May-June for 25 Indian shoe manufacturers in Ranipet, Ambur and Chennai. This program will be completed in Italy in October 2008 with a stage of two weeks c/o Italian shoe manufacturers.
- Organized two meetings in Italy (October 2007 and April 2008) to present the Italian tanning cluster (Assoconciatori-Santa Croce, Tuscany) to the representatives of Tamil Nadu tanning cluster, (IFLMEA) to conceptualize a cooperation agreement between the two clusters' associations.
- Created an auto component sub-cluster within AIEMA and ground work done to formulate cluster development strategies for possible twinning. A comprehensive audit (needs assessment and development initiatives) of 20 firms planed for June. In addition organized an inter-firm co-operation workshop between AIEMA Auto Cluster members and Rane (Madras) Limited. This interaction helped cluster members in increased understanding and practices of TQM to become competitive

- Organised a mission of AIEMA delegation to UK to attend the international "Subcon 2007" and a second mission of AIEMA delegation to Japan to attend the Auto Parts Subcontracting Fair APPS 2007.
- Outsourcing - SPX Program: set-up three centres in Chennai, Pune and Completed the interview of 500 dealing in Auto-parts, leather and footwear Conducted a Training program on Outsourcing 2007 for the partner institutions (AIEMA, ISF, IFLEMA, PUNE and NCR). Developed the SPX - Outsourcing 2007 Web Site. Portal and databank, operative from June 2008.
- Identified Business Promotion and Support Institutions (BPIs) and Project Counterpart(s) in the clusters for Assistance Delivery, Coordination, and Company Level Interaction. Cooperation agreements signed between UNIDO Project and CII NCR, Pune and Chennai, MCCIA Pune, IVCA Delhi, MSME-DI Chennai
- Supplier Development Program (SDP): in the frame of this Program organized an interactive session with Ford India Procurement Head to expose the AIEMA members to the long process to become global suppliers
- Established a network amongst the ITPOs (Italy -UK -Fra -Japan) and contacts established with the Consulates in southern region (British, US, UK, France, Germany and many other countries)
- PE/VC : UNIDO started a process of defining the engagement and technical assistance strategy of bringing the PE/VC actors closer to SME opportunities as well as a more active SME Fund development engagement, in particular in developing countries. The initial experiences have motivated UNIDO to look at this in a more comprehensive and long term way. Established a collaboration agreement with IVCA. Begun the process of diagnostics and planning to (i) short list of interested funds in SME Auto Components and Leather Goods investments in India, (ii) their investment characteristics, preferences and modes, (iii) and most importantly the required readiness of Indian SMEs in these sectors for their potential investment participation. Established a collaboration agreement with the Italian Equity Fund Association AIFI. Planned the collaboration of further Associations for diagnostics of the markets of Europe (European Venture Capital Association) Benelux specific (private consultant), UK specific (UK Equity Association). Organized two workshops with SMEs and associations in Chennai, Pune to initiate assimilation process for private equity opportunities.
- Conducted a first training program on the UNIDO COMFAR III (Investment Project Preparation and Appraisal) for Business Promotion Institutions (Chennai, Pune and Delhi) to enhance knowledge and skills of participants in preparation and appraisal of Investment Projects . - Conducted an extensive market survey to outline the present credit to MSMEs system in India. Assessed the reaction of the firms and cluster's associations to the concept and mechanism of the Italian experience and schemes. Disseminated the Italian MCGF concept at Bank and Financial institution level. Organized workshops and seminars at enterprises, associations, banks and national entities level to build awareness of obligations and benefits for the MCGS stakeholders.
- Conducted several workshops to build awareness in several associations in Tamil Nadu leather sectors, namely, South India Tanners and Dealers Association, Ambur Tanners Association, Vaniyambadi Tanners Association, Pallavaram Tanners Association.
